How is visual smog defined?
Definition is a series. When I quote Wikipedia, it is an aggressive advertisement that obscures the uniqueness of the surroundings. Visual smog mainly concerns advertisements, but it also includes, for example, an excess of traffic signs, too flashy colors of railings and facades, and all work with public space, when there is a sad visual result at the end. It is uncomfortable for people to move in such a place, sometimes even dangerous. The billboard draws attention to itself on the road, the banner on the railing from the driver’s point of view covers the child before crossing.

There are a lot of graphic designers on the market who will make you a sign, but few will advise you that what you need is simply not a sign.
