The changes proposed by the governor to the Federal Law “On the Fundamentals of Protecting the Health of Citizens in the Russian Federation” involve securing the ability to perform abortions only in state and municipal clinics. Current edition does not contain any indications in this regard.
It is also proposed to reduce the period of abortion at the request of a woman to eight weeks. Nowadays, artificial termination of pregnancy is possible at the request of a woman up to 12 weeks.
The explanatory note to the document states that it was developed in order to improve the demographic situation in Russia and reducing the number of complications during abortions. “Increasing the birth rate is possible, among other things, by reducing the number of cases of artificial termination of pregnancy at the request of a woman,” the note states. It is planned to increase the birth rate due to people over 30 years of age who plan to give birth to their second, third and subsequent children.
Previously, in a number of regions of Russia, private clinics refused to perform abortions. In one of them – in Crimea – managers of commercial clinics was suggested stop performing abortions so that they can contribute to improving the demographic situation.
