
To conduct an independent anti-corruption expertise published draft government decree developed by the Ministry of Digital Development on amendments to the state program “Information Society”
It is proposed to supplement the rules for distributing subsidies to regions with new provisions that determine the procedure for calculating the value of the result of using the subsidy “The share of regional services provided in the subject of the Russian Federation in electronic form through a departmental information system using digital regulations, of the total number of regional services provided through a departmental information system in subject of the Russian Federation”.

The value of the result of using the subsidy for each individual subject of the Russian Federation is determined by the formula:
Dconv. = Kotch / TOcommon * 100%,
where
- Dconv. – the result of using the subsidy “The share of regional services provided in the subject of the Russian Federation in electronic form through a departmental information system using digital regulations, of the total number of regional services provided through a departmental information system in the subject of the Russian Federation”;
- Tocommon – the total number of regional services planned by the subject of the Russian Federation to be provided in electronic form through a departmental information system using digital regulations, as part of the implementation of the subsidy;
- Tootch – the number of regional services in the reporting year provided in the subject of the Russian Federation in electronic form through a departmental information system using digital regulations.
The number of regional services in the reporting year, provided in the subject of the Russian Federation in electronic form through a departmental information system using digital regulations, is determined by the formula:
Tootch = YMaud – (Wapproved – Ushbl),
where:
- AtMaud – the number of regional services for which departmental information systems have been finalized in order to modernize the processes for providing these services using digital regulations;
- Wapproved – the number of templates of digital regulations for the provision of services, developed using the designer of digital regulations and approved by the federal executive authorities, from among Umod;
- Atshbl – the number of regional services for which the departmental information systems have been finalized in order to modernize the processes for providing these services and the templates of digital regulations approved by the federal executive authorities have been applied.
The addendum also contains the following paragraph:
“If as of December 31, 2022 there are no templates of digital regulations for the provision of services developed using the digital regulations constructor and approved by the federal executive authorities, the liability measures provided for paragraphs 16-18 The rules for the formation, provision and distribution of subsidies do not apply to the constituent entities of the Russian Federation.
