The heads of the largest grain-producing regions appealed to President Vladimir Putin with a request to limit the participation of foreign companies in the export of Russian grain. According to the governors, the grain is exported “along the shadow links of the chain,” RBC reports.

“We do not understand who these traders are today who are buying this wheat, buying it at the price they consider it necessary to buy it. I consider it a strategic raw material or a strategic resource, of course, it should at least be transparent and controlled, including by the state,” said the head of the Krasnodar Territory, Veniamin Kondratiev. “This is just pumping money out of our agriculture,” added the governor of the Stavropol Territory, Vladimir Vladimirov.

In their address to the president, the heads of the “grain” regions propose to introduce restrictions on the maximum share of direct and indirect participation of foreign citizens in companies of the agro-industrial complex at the legislative level.

In addition, the governors proposed to transfer parent companies from foreign jurisdictions to the Russian one.

According to the source, the letter also says that 30% of export grain is bought by foreign traders from Russian producers, and about 40% more – when shipped in ports.

In his resolution, Vladimir Putin indicated to support this proposal of the governors, however, he noted that a negative impact on the industry should not be allowed. In addition, the implementation of the proposals of the heads of regions should not offend the interests of “conscientious” investors.
