There will be no complete transition of higher education to a specialist.
After the abandonment of the Bologna system of higher education in Russia, both the bachelor’s and master’s programs, as well as the specialist’s degree, will be preserved. However, training under the programs of the latter will not be available in all areas, but only in those that contribute to the technological and economic development of the country.
In May 2022, the Ministry of Education and Science of the Russian Federation announced the need to develop a Russian model of higher education that would combine “traditions and innovations”. In the summer were presented main points new system: achieving national goals, openness, fundamentality, flexibility, practicality and education. The two-level system, including bachelor’s and master’s degrees, will be preserved in the humanities, economics and other areas, depending on the demands of the labor market. It is planned to leave training under specialist programs primarily in those areas that ensure the technological and economic development of the country: medicine, the military-industrial complex, culture, engineering, and agriculture. This is stated in the materials of the speech at the government hour in the Federation Council of the Minister of Science and Higher Education of the Russian Federation Valery Falkov, reports TASS. It is clarified that a complete rejection of undergraduate and graduate programs in favor of a specialist degree is inappropriate not only in the Russian but also in the international context. The specialty may be introduced upon admission to pedagogical specialties and jurisprudence. The possibility of such a transition is currently being explored.
Formerly online edition “Teacher’s newspaper” reportedthat the number of specialist programs by 2023 will increase, while the number of undergraduate and graduate programs will decrease. It is planned that the new system of higher education will be consonant with the times and develop taking into account global changes. Supposed install the following levels of vocational education: secondary vocational education; higher education – bachelor’s degree; higher education – specialty; higher education – magistracy; higher education – training of highly qualified personnel.
