In the first reading, the deputies of the State Duma approved the bill, according to which school buses will be able to use toll roads free of charge. This is necessary, for example, when transporting children to competitions or excursions.
The bill provides for exemption from fares for school buses, as well as transport transporting excursion school groups. The new amendment includes intercity and international traffic.
It is noted that a similar procedure applies to special vehicles, postal and emergency teams, as well as regular buses. The settlement of the survey appears to be possible on the basis of a public-private partnership agreement.
Formerly online edition “Teacher’s newspaper” reported on the submission of a bill to the State Duma. The authors of the initiative note that for owners of toll road sections, these expenses will be insignificant, since the volume of such traffic is very small.
According to Andrey Turchak, First Deputy Chairman of the Federation Council, today children’s and school buses do not have any benefits and discounts for traveling on toll roads. Carriers and school management are not always able to allocate funds for this item of expenditure. In this regard, children who go on excursions, olympiads or vacations are forced to stand in traffic jams on free roads. The abolition of fees for school and children’s buses will relieve the budget of children’s organizations and significantly improve the situation during intercity trips.
