The fact that Moscow and Kyiv cannot sit down at the negotiating table is the fault of the Russian side, which “does not want” resolve the conflict diplomatically, said the director of the CIA William Burns.
“Most conflicts end in negotiations, but this requires seriousness on the part of Russia in this case. What we don’t see. According to our assessment, the Russians are not serious about real negotiations,” the CIA director explained his point of view to journalists.
Earlier, the United States has already stated that the time for negotiations between Russia and Nezalezhnaya “has not yet come.” This position was supported by Burns, however, he specified that the “Russians” were to blame for this.
