In early December, Moscow hosted the annual ISP RAS Open Conference, which brought together 650 people in person and more than 1200 online; participants presented more than 90 scientific reports in such areas as transformation, analysis and modeling of programs, data analysis and information systems, solving continuum mechanics problems using free software, CAD microelectronic equipment, organizers of the event announced on Monday.

The meeting of trusted software developers attracted a lot of attention; it brought together more than 200 representatives of Russian universities and IT companies, as well as colleagues from the FSTEC of Russia.

A traditional round table on digital medicine was held, in which representatives of the City Clinical Hospital No. 67 named after L.A. Vorokhobov, IKTI RAS, Peoples’ Friendship University of Russia, Novgorod State University, N.N. Academician E.I. Chazov, Dispatch Center of the Ministry of Health of Tatarstan and other organizations. This year, two new events were held at the conference: a section on linguistic analysis systems and a workshop on trusted artificial intelligence, which brought together ISP RAS partners in the Trusted AI Research Center.

The conference was opened by the President of the Russian Academy of Sciences, Academician Gennady Krasnikov: “ISP RAS has become an important communication platform in the field of system programming, gathered hundreds of domestic companies, dozens of universities around it. It is especially pleasing that the institute is constantly replenished with students who participate in advanced scientific projects; many students will speak at the conference. Science plays a huge unifying role; it is a universal language that people understand anywhere on Earth, in various fields of activity. It is science that should be at the forefront in solving all strategic tasks, ensuring sustainable development and technological independence of our country in the long term.”

Representatives of the leadership of universities, IT companies and other organizations spoke at the plenary session. Executive Director of ARPP “Domestic Soft” Renat Lashin spoke about the joint work of the institute and ARPP to promote secure development practices within the framework of a memorandum signed in 2022. Director of the Research Center “Safety” MSTU. N.E. Bauman Mikhail Sychev said that as a result of interaction with the ISP RAS, the university managed to build a new semester certification course. Deputy Director for IT RFNC-VNIIEF, Rosatom State Corporation Vadim Rezvov spoke about cooperation with the institute in the framework of creating a PLM complex that operates on domestic operating systems, as well as about the development of a technological platform for creating engineering applications. President of CJSC “ES-Leasing” Alexander Schmid and Deputy CEO of Postgres Professional Ivan Panchenko noted the importance of education for the development of the IT industry and the need to create a cross-university school of system programming.

At the plenary session, the conclusion of an agreement between the ISP RAS and the Moscow Power Engineering Institute (MPEI) was announced. According to MPEI Vice-Rector for Digital Transformation Sergey Belousovthe agreement will allow integrating ISP RAS software solutions into the energy sector, as well as building a system for training specialized personnel.

The participants of the plenary session paid great attention to projects not only in the field of cybersecurity, but also in the field of data analysis. Special Representative of the Russian Foreign Minister for Digital Transformation Sergey Kiryushin spoke about the creation of a new unified digital platform of the ministry, as well as joint projects for the intellectual processing of large amounts of information. Work in the field of data mining using the ISP RAS Talisman platform is now being carried out in a number of universities, including MGIMO of the Ministry of Foreign Affairs of Russia, where the laboratory for data mining in the field of international relations operates under the leadership of Nikolai Silaev, Candidate of Historical Sciences; in 2022, a joint master’s program “Data Analysis and Dynamics of International Processes” was launched. The laboratory for data mining in the field of state and municipal administration was created at the RANEPA. As the Acting Director of the Institute of Public Service and Management of the RANEPA said Ruslan Korchagin, text analysis technologies are being developed in the laboratory. He also spoke about the implementation of the Talisman platform Viktor Barabash – Dean of the Faculty of Philology of the Peoples’ Friendship University of Russia, where the Digital Master’s program “Big Data Journalism” was opened this year.

An important topic of the plenary session was the use of ISP RAS technologies in applied fields – medicine and linguistics. Head of the Department of the Republican Clinical Hospital of the Ministry of Health of Tatarstan Yuri Teregulov spoke about the conclusion of an agreement between the institute and the ministry to create an ECG analysis system using artificial intelligence. The neural network model for the classification of 12-channel ECGs has already been integrated in the trial operation mode into the Unified Cardiologist system. From January 1, 2023, all institutions of Tatarstan will transfer ECG data to a single cloud storage, replenishing it with 4 million ECGs annually. Head of the Laboratory “Linguistic Platforms” of ISP RAS Julia Normanskaya spoke about a new series of books about written monuments in the Uralic and Altaic languages, analyzed using the linguistic platform Lingvodoc, as well as about the courses launched this year for the first time on the platform.

At the end of the plenary session, the director of the ISP RAS spoke Harutyun Avetisyan: “System programming is the basis for the competitive development of all sectors of the economy during digital transformation. The key issue now is to increase the level of trust in complex digital systems, and the key problem is the lack of analysis technologies and qualified personnel. Development models are needed that will ensure the consolidation of resources and the training of specialists. We propose a trusted system software repository model. We already have successful experience with the Linux kernel: a repository has been created, work is underway with partners, and a consortium will soon be created. In the future, we plan to create similar repositories for other system software.

Another area of ​​focus will be education. We are already discussing with our partners the creation of a unified bachelor’s program in system programming. Our experience at the Physics and Technology Institute, Moscow State University, and the Higher School of Economics shows that if students are not taught the relevant disciplines from the first year, then it is difficult for them to become system programmers. And, of course, it is very important that we have a rich history of research and development in the field of computing.”

Harutyun Avetisyan suggested making December 4 the Day of Information Technology in Russia – in honor of the issuance of the first certificate on a computer in 1948. He noted that this date is recognized by the international IEEE community and is of great importance not only for our country, but for all countries of the former Soviet Union .

In 2023, the ISP RAS Open Conference will traditionally take place in early December and will be dedicated to the 75th anniversary of domestic information technologies.
