ICAO refused to investigate the Il-76 crash due to lack of authority

The International Civil Aviation Organization (ICAO) refused to investigate the crash of an Il-76 military aircraft in Belgorod region, since she lacks such powers. This was stated by the official representative of the Secretary General UN Stephane Dujarrictransmits RIA News.

According to him, ICAO specialists noted that the plane was military, so they do not have a mechanism or jurisdiction to investigate the incident.

The organization told the agency that it could not speculate on whether the provisions of the 1944 Convention on International Civil Aviation apply to the situation with the aircraft, since the document does not apply to military or government flights.

On January 24, a Russian military transport plane Il-76 crashed a few kilometers from the village of Yablonovo. On board were six crew members, military police officers and over 60 Ukrainian prisoners of war. None of them survived.

Investigators qualified incident as a terrorist attack. A criminal case has been initiated under the relevant article. The Russian plane was attacked from the territory Ukrainefrom where the anti-aircraft missile was fired, the department noted.
