As part of the implementation of the instruction of the President of the Russian Federation and the provisions of the Concept for the Development of the Penitentiary System of the Russian Federation, officials of the constituent entities of the Russian Federation were instructed to ensure the creation in 2022 in each constituent entity of the Russian Federation of correctional centers of the penitentiary system with the organization of places of residence and employment of those sentenced to forced labor.

By employing convicts for forced labor, entrepreneurs, enterprises and organizations receive not only organized and disciplined workers who value their work and do not claim high wages, but also a number of beneficial advantages:

• a conscientious attitude to work and law-abiding behavior is an incentive for exemption from punishment;
• when employing those sentenced to forced labor, it is not necessary to conclude employment contracts, an agreement with a correctional center on the provision of labor is sufficient;
• regional legislation may provide for tax benefits for organizations that use the labor of those sentenced to forced labor;
• convicts are under constant control of the employees of the Federal Penitentiary Service of Russia.

The main areas of activity in which the labor of those sentenced to forced labor can be used are: housing and communal services; improvement and cleaning of streets; construction; processing of municipal solid waste; industrial production; Agriculture; woodworking; subsidiary farm; metalworking; processing of meat products; production of household appliances.
