Vladimir Putin stressed that one of the important priorities of the state policy is the construction of housing and the improvement of living conditions for Russians. In this issue, a special role is assigned to the development of the mortgage market, including programs with state participation, he said.
The head of state noted that due to the current economic situation, the number of mortgage loans, including preferential loans, has objectively decreased. Therefore, measures were taken to stabilize the market. He recalled that after jumps in the mortgage rate to 12%, which occurred in March-April, the preferential mortgage rate was reduced to 7%. But this year, on December 31, the preferential mortgage expires, so the president proposed several decisions.
“As agreed, we will curtail the mechanisms of preferential mortgages, but we will do it smoothly,” the Kremlin press service quotes Vladimir Putin as saying. He explained that the preferential mortgage will be extended throughout Russia until July 1, 2024. But the rate on it will slightly increase – up to 8%.
“At the same time, on the contrary, access to family mortgages will be expanded, which is becoming our main tool,” the head of state stressed. He recalled that now only those families in which children were born since 2018 can take this mortgage.
The President of the Russian Federation proposed to ensure access to mortgages at a rate of 6% for families with at least two children under the age of 18. He noted that “this is a new proposal, I ask you to work it out as soon as possible and proceed with implementation.”
Formerly online edition “Teacher’s newspaper” reportedthat, as of the end of September 2022, about 400 thousand families became participants in the Family Mortgage program, and the total amount of loans issued reached 1.4 trillion rubles.
Recall that the Family Mortgage program appeared in our country in 2018. At first, only families with a second or subsequent child after January 1, 2018 could take it. Then its action was expanded. Now families can take this type of preferential loan not only for the purchase of housing, but also for the construction of a private house or the acquisition of a land plot.
