On May 10, Vladimir Putin accepted the resignation of the heads of five regions. Managers – graduates of the “School of Governors” were appointed in their place as acting.

As Aleksey Komissarov, Vice-Rector of the RANEPA, Director of the Higher School of Public Administration, General Director of the ANO “Russia – a Land of Opportunities” Alexei Komissarov, noted in an interview with the Regnum portal, there is the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, or, as it is also called, the “Presidential academy”. Its part is the Higher School of Public Administration. It implements several projects, one of which is the “Succession Pool Program”, which is informally called the “School of Governors”.

  • Although we, employees, never call it that, because, firstly, there is no task to train only governors, and secondly, graduates of this project become not only governors, but also federal ministers and occupy a variety of positions in ministries, departments and in state corporations,” the expert said.

It should be noted that in the Rostov region they also pay attention to improving the skills of civil servants. Moreover, some future managers are beginning to be trained from the student bench.

For example, on April 22, a foresight session was held in Rostov-on-Don to select trainee researchers for the project “Methods for creating research consortiums for the development and use of the potential of young scientists in the system of public authorities.”

Igor Guskov, First Deputy Governor of the Rostov Region, emphasized that a fresh look at a problem often makes it possible to find an interesting solution. This is beneficial to the authorities.

  • It is no secret that today we are experiencing personnel problems and “staff shortage” in highly qualified specialists. And, of course, the Academy will benefit, because by your graduation you will be full-fledged specialists, – said Igor Guskov. Recall that in Russia, since the launch of the “School of Governors” in 2017, 46 of its participants have become heads of Russian regions – this is more than half of all governors of the country.
